Profile

The National Petroleum Company of Congo (SNPC) is a Congolese public law company established by Law 001-98 of April 23, 1998.

It is a public establishment of industrial and commercial character endowed with moral personality and financial autonomy. Its capital stands at 81.334.654.844 CFA francs.

The SNPC Group owns five proactive subsidiaries (SONAREP, ILOGS, SFP, CORAF, SNPC D) and participates in several research and production licenses throughout the oil industry chain as well as a corporate foundation.

The group (holding and subsidiaries) has more than 1053 agents and its role is to research, exploit, develop and distribute hydrocarbons in the Congo.

SNPC carries out this mission alone or in partnership with many international companies based in the Congo, while boosting south-south cooperation in this sector.

SNPC's ambition is to establish high-potential national expertise in the oil industry through a growth strategy. SNPC manages an ambitious portfolio of operated and non-operated offshore and onshore assets.

History

Created on April 23, 1998, the National Petroleum Company of Congo (SNPC), by its attributions, is an energy and economic pillar of the Republic of Congo. It contributes largely to the country's economy and the State budget by more than 70%.

The growth of SNPC is also that of Congo, since its oil revenues are reinvested throughout the territory in basic infrastructure such as electricity, water or road infrastructure. Present in all hydrocarbon business sectors, it undertakes (directly or through its subsidiaries, alone or in partnership) the research, production, processing, transport and marketing of liquid or gaseous hydrocarbons in Congo and abroad. As a public company, it also contributes to the development of the government's policy on hydrocarbon management.

Vision

Make the SNPC a real lever for economic development by bringing energy from petroleum to the people. It is this vision that animated the authorities of the Republic of Congo-Brazzaville during the creation of SNPC on April 23, 1998. The goal was to make it a fully-fledged oil company. The authorities of the Republic of Congo aimed, through this technical tool, at implementing the high potential expertise in the oil industry with a view to developing a major oil industry in Congo.

Organization

THE DIRECTORATE GENERAL

The SNPC is headed and run by a Director General who represents it in its dealings with third parties. The director general is appointed by decree in the Council of Ministers.The director general is in charge of the administrative, financial and technical direction of the company that he represents in all acts of civil life.

In this regard he:

  • Coordinates all of the company's activities;
  • Prepares and executes deliberations of the board of directors and, to that end, takes all initiatives, within the limits of his powers and those specifically delegated to him by the board of directors;
  • Makes any decision necessary for the proper functioning of the company;
  • Drafts the company’s budget and submits it for consideration to the board of directors;
  • Manages the budget;
  • Recruits, appoints and dismisses all agents and employees of the company, determines their attributions and fixes their remuneration in accordance with the legislation in force and the salary scale approved by the board;
  • Represents the company in all court proceedings both in prosecution and in defence;
  • Takes all necessary conservatory measures. However, in cases of emergency he can exceed his normal powers and applied home consultation procedures;
  • Authorizes, within the framework of the approved budget, commitments of expenditure of supplies, studies, services and works, when these commitments exceed the competence of the central directors of the company;
  • Opens and manages accounts with banks and other financial institutions on behalf of the company;
  • Contracts and terminates all insurance policies;
  • Signs and terminates the leases of the company;
  • Chairs the boards of directors of the subsidiaries subject to the limitations set by regulations in force.

THE GENERAL SECRETARIAT

The General Secretariat is headed and run by a Secretary General who has the rank of Director. He is appointed in accordance with regulations in force. He is particularly responsible for managing the following:

  • Human resources
  • Administration
  • Legal affairs
  • The company’s property
  • The insurance policy of the company
  • General resources

THE DIRECTORATE OF UPSTREAM PETROLEUM

The upstream petroleum department is headed and run by a director, appointed in accordance with regulations in force. The the director of upstream petroleum has as duty to:

  • Analyse, propose and implement conditions of the company’s participation in the exploration and production of liquid and gaseous hydrocarbons;
  • Organize specialized services in the fields of prospecting and production of liquid and gaseous hydrocarbons;
  • Monitor activities related to the development of petroleum resources, from the pre-project phase to production of the deposit;
  • Develop programs for the exploitation and production of liquid or gaseous hydrocarbons, including those operated by third parties;
  • Manage the association and participation of the company in petroleum exploration and exploitation permits, particularly through management and technical committees;
  • Exercise controls and technical audits relating to hydrocarbon exploration and production activities.

THE DIRECTORATE OF DOWNSTREAM PETROLEUM

The directorate of downstream petroleum is directed and animated by a director appointed in accordance with regulations in force. The directorate of downstream petroleum has as duty to:

  • Implement and coordinate activities related to transportation, storage, refining, processing and marketing of products extracted from deposits and industrial treatment or processing facilities;
  • Prospecting, researching and carrying out any activity that enhances the value of these products;
  • Follow the evolution of petroleum product prices on the international oil market;
  • Carry out operations to ensure the country's supply of petroleum products;
  • Manage the Company's interests in the refining, processing, transportation, storage, distribution and marketing of petroleum products.

THE DIRECTORATE OF FINANCE AND ACCOUNTING

The directorate of finance and accounting is headed and run by a director appointed in accordance with regulations in force. The directorate of finance and accounting has as duty to:

  • Establish the general and analytical accounting of the company as well as consolidated accounts, monthly and quarterly closing of accounts and quarterly and annual reports;
  • Establish functional relationships with the auditor and internal auditors during their permanent or ad hoc missions;
  • Draw up annual budgets and multi-year plans for the company and perform gap analyses between achievements and forecasts;
  • Prepare tax declarations and ensure the follow-up during the controls;
  • Manage the company's cash, both in local and foreign currency;
  • Represent the company in relations with banks, credit organizations and carry out any banking operation necessary for the smooth running of the company;
  • Under the authority of the director general negotiates credits necessary for the activity of the company and follow up its management and evolution;
  • Provide other departments and services of company with any assistance necessary for the efficient management of activities that fall within their competence;
  • Establish financial regulations for approval by the board of directors.

Mission

The National Petroleum Company of Congo has as aim to:

  • Undertake directly, or through its subsidiaries, or in association with partners, the research, production, processing, transformation, development, transport and marketing of liquid or gaseous hydrocarbons, in Congo and abroad;
  • Contribute to the development of government policy on the management of liquid or gaseous hydrocarbons;
  • Participate in control and verification operations carried out by the State;
  • Create an environment conducive to the training of Congolese staff and contribute to the establishment of a Congolese centre of expertise in the oil industry sector;
  • And, more generally, to undertake or participate in any industrial, commercial, technical, real estate and other operations directly or indirectly related to the transactions referred to above.

The Director General

Service record of Mr. Maixent Raoul Ominga

Appointed on February 28 at the head of the SNPC by the Government of the Republic, Maixent Raoul Ominga totals 17 years at the SNPC. Since 2014, he is CEMAC Chartered Accountant n ° 500. After his baccalaureate in the BG ECONOMIE series at the “Lycée Technique du 1er Mai” in Brazzaville, his university studies lead him to Montpellier in France. He entered the “Institut supérieur de l’entreprise” from where he successively obtained the preparatory diploma for accounting and financial studies (D.P.E.C.F) and the diploma of accounting and financial studies (D.E.C.F).

After many internships in accounting and finance firms in France, he returned to the Congo and joined the SNPC in February 2001. It is in this national company, a real lever of the Congolese economy, that he grew from the rank of assistant head of finance and accounting department to head of general accounting department through the position of director of oil and analytical accounting and acting director of state accounting; Head of Accounting and Mandate Division; Deputy Chief Financial and Accounting Officer and Chief Executive Officer since February 28, 2018.

Born on June 7, 1970 in Kali-Otoko in Cuvette Central, Maixent Raoul Ominga is also a man known for his humanism as he does not hesitate to give his time and energy to help others. He is the promoter of the centre of supervision of the young girl-mothers of Oyo; Founding President of the AS-OTOHÔ Football Club; Member of Parliament of the second district of Oyo in the department of Cuvette Central.

SNPC Foundation

Since its creation in 2002, the SNPC Foundation plays an important role in social democracy.

It is regularly solicited by public institutions, socio-medical or socio-cultural associations, as well as individuals in situations of social distress.

Its purpose is to respond in an organized manner to the demands of citizens who rightly consider the company as theirs.

The SNPC Foundation carries out several works of public interest in many fields, in partnership with Congolese authorities, particularly in health, education, culture, poverty reduction and entrepreneurship.
